That's just people quitting for all kinds of different reasons and then danchous not bothering to fill the gap.
Honestly, I've been surprised by how loyal people are. Danchous can literally not do anything or recruit for months on end and people will still stick with the platoon. It's only when it's clear that the trajectory will land them below 5% that people start to leave. (And even then, not all of them, just some.)
