I think they would only do it if they WANTED to kill off a few thousand young men. But right now their demographics are tilting the wrong way. The one-child policy left them with a badly lopsided demographic bell and they are now below replacement. They aren't going to see aging populations quite like the west, but similar.

I don't honestly see Xi needing to strongman anyway. He will probably die of natural causes in the next 10 years and what we need to worry about is who succeeds him.
