Anon a mouse's DNA is coded for a mouse's size. With a mouse's lung, brain etc.. Their entire biology operates on the understanding that they're as big as they are, with a certain amount of molecules at play for chemical reactions. Same goes for ants, humans, and so on. Oxygen molecules are always THE SAME size, however.
"Removing cells" to scale down a human doesn't end you up with a human anymore. But rather some weirdass unnatural homunculus. A hair follicle is a specific number of cells wide. A skin layer is a specific number of cells thick. And most importantly, a BRAIN requires the number of cells it does to process information at the sapient human level. Cutting out 90% of someone's cells includes cutting out 90% of the tissue responsible for memory storage & reasoning ability. Mouse-level intelligence, at best. And probably looking like something out of the uncanny valley, to boot.
