Okay, I concede, I looked into it and in both in games and in interviews, NiGHTS is typically referred to as "he" when localized, though I'm unsure about how NiGHTS is referred to in Japanese. Likewise, the Sonic Team stresses that NiGHTS has no gender, so may be only refering to NiGHTS as "he" in this Western publication as a concession to 90s Western audiences that were less open-minded on the concept.

That said, both NiGHTS and Lunar are "genderless" for representation reasons; NiGHTS so any player, boy or girl, can identify with him and Lunar to add mystery to the story while also probably normalizing the language. I don't foresee and grand political message coming from Lunar, and if ST didn't like it, they wouldn't have allow it; though I do wonder how they will translate Lunar into Japanese, if they get that far.
