You can basically ignore it's downside with all the other skill ups you have and in exchange you get a huge constant DPS boost.

Reminder Psyche only goes resolve super saiyan for 30 seconds after using her ultimate and then there's a 2 min cooldown before you have to ultimate again to reactivate her resolve bonuses. So for 2 mins unless you're actually dying resolve isn't doing much.
