when a subscription service reaches "maturity" (aka everyone who is interested is either subbed or has already subbed at some point and then left), it cannot generate more profits by increasing revenue. at that point, the only way to keep growing is to then start cutting costs or trying to sell something else (like ads in regular streaming services for lower tier subscriptions, for example).

to put it simply, there is no financial justification for activision blizzard, who is a publicly traded company, to invest big money into wow. wow's budget peaked a long time ago probably and it will now only get smaller and more streamlined.
