I've kind of noticed this and could be for several reasons.
1. Niggers have to be included for ICE to receive funding. (jew bankers are still in charge of money system until gassed)
2. For propaganda to show in mainstream jew media "hey look blacks are in on this too, its not just whites in ice." So can't whine about racism like they would be quick to do.
3. The most discerning reason would be Whites/ice actually want niggers around.

I'm going with they're forced to include ice niggers.
