This might work better if you just have it be a Faction Special Rule like the Deepfolk's Development & Culture system (this may be what you are getting at anyways). Otherwise you have to plan for Expeditions that do not end up taking the Soldiers. Not that that would be too hard to do, but this would be simpler, I think?

For the Ashigaru, I don't think its wrong in any way, I wouldn't put it higher than 4, even with the potential of unlocking Line Fire, the Reload will limit it in a way that the Brits aren't.
