That is completely only in the EN rewrite, Nayuta speaks normally unlike Scarlet, her "quirk" is that she uses non-foreign language for names (e.g. they say Four Beasts is in english so she says it in japanese/korean and that's what the localization makes into to something else.)
Her clothes, hat included, are actually normal/realistic unlike Scarlet's, so the only overlap is the eastern inspiration, and in Nayuta's case instead of a samurai she's a monk.
