I think we're both American, but there are different types of outlets (and different safety standards) all over the world, and I'm sure there's some simpler explanation than that he made the entire thing up. I think the shuttered earth/ground pin is near-universally present on British outlets, though I'm curious what other plugs he had that would have fit into them but for the lack of an earth/ground pin.

On US tamper-resistant outlets, only the live and neutral openings are shuttered, and the shutters yield to equal pressure on each side. Since 2-prong plugs are common here, the design you describe would be quite limiting.
