Japan won't (more practically can't) "adapt" because regulation of the industry to that extent will damage the domestic market. The most that will ever happen is harder clampdown on stuff being accessible on the international market, idiots like Ishihara thought they could damage the industry without repurcussions and have repeatedly been proven wrong.
