It's more of a message to shelomov that it's time to wrap this shit up, "or else". But then again, if trump is ready to threaten pootin with these big boy things, there should be a plan in place if this doesn't work. And it probably won't. What then? Actually send a shitload of them? Would trump actually go for that?
