Leviathan is just a small fry compared to ovathrax really, most people in rinascita live in relative peace (ragunna 20 years without incident) and septimont just occasional hunts where the imperator's gadget does most of the job. Regardless, outside of yinlin (which is drug related overclocking, which makes sense not happening elsewhere) and camellya overclock isn't really relevant. You could say that it was relevant for jinhsi but the second awakening is just another phenomena that happened twice in rinascita.
