I compared the 2015 (momochi vs gamerbee) evo finals to the 2024 one (punk vs big bird), on a round by round basis.
In both sets, the winner of each round averages around 6 hits (interactions landed) to kill, but in 2015 they only landed 0.4 throws per round, meanwhile in 2024 they landed 2 throws per round.

So this shows the main issue with SF6 (also one with SFV, but it's worse in 6), is that the strike/throw/shimmy mix is too easy to initiate, to simple to execute, and too skewed in favor of the attacker. The interaction number is only similar because they were taking the throw in the SF6, meanwhile in 4 they had more interactions purely throw strikes landed. This is the core issue of modern SF, the strike throw mix has been buffed so much that it completely warps the game and makes it more of a gambling game of chicken trying to guess when the opponent will try to break out
