You have to either ally all electors except for the ones who are allied to emperor, or declare on a convoluted net of co-belligerents which will cover all electors.
There's also a trick with carrying the protestant league and then declaring on emperor day one after protestant victory when there are no electors (all were catholic therefore lost their elector status.)
