In my opinion to be white you have to be either R1B or R1A with a DNA test showing that you are 98% european and you also need to look white by at least having white skin, light eyes undernearth a tan you have to be pale white if you tan on the arms. That is the very very basic minimum of being "white". That is the very very basis.
