As someone who used to report rec threads I get what you mean, but after the shift of jannies + Maccaco ruining things I find threads like these to be necessary since otherwise there are certain anime/manga that don't get enough replies when making a standalone thread thanks to the incessant shitposting from the other threads that aren't getting deleted. Like hell I once got banned for reporting the schizos and off-topic discussion in the jump general.
It isn't an optimal situation but it's the best we got right now, it's not like there are better forums with enough activity to be better than 4chan sadly.
