Guns are a pain in the ass to get but not impossible. The average person can do it but it takes a few months.
I know a few people in NYC who have guns. Basically you fill out a ton of forms, pay $200 and show up at an inconvenient time to one Police Plaza.
Harder than Texas, but not impossible.
