It never ever did, not even theoretically exactly for the reason that bloke puts: Twitch always ranked what shows up based on the current number of viewers meaning "the rich gets richer".
Now, for live streams, YouTube not only is not better: it's actually worse. The "Live page" has no nexus to it, might as well be random.
I am only subscribed to Holo girls in this YouTube account and, yet, in the live tab (the many they have, discombobulated through the page) it rarely shows any of the girls, always shit depending on the country I have selected in my profile.
But Youtube has VODs. That allows for a content creator to be viewed (and shared) even when he is not live at that moment allowing for other ways to promote a channel which are not the front page.
That alone makes Youtube a thousand times better than Twitch for discoverability, not because the discoverability of live streams is any better but because the discoverability of THE CHANNEL is way way way WAY better than Twitch.
The biggest turnoff for me when clicking a twitch link is this screen right here
