She's lily clone. Someone mentioned that Eve's other squadmates also looked like her so chances are, each squad generation has androids that are designed from a single template. Someone also said that Tachy is probably from a different squad as to why she looks different from Eve and the rest of the 7th airborne.
The 8th airborne also look like clones of each other.
