Most states don't have a limit on bluegill and when they do, it's usually in the 30-50 range. We used to think that overpopulation lead to stunted growth but research is indicating that lower fishing pressure leads to bigger fish.
Some people didn't get the memo. South Dakota and Wisconsin reduced bag limits to 10-15 panfish after they published some research with the DNR.
It's kind of like how stocked trout is actually bad for native wild trout. Some states are changing regulations and others haven't. I think it was Montana doesn't stock trout anymore and saw an explosion in population of natives.
As for the average citizen, 90% of them don't really care, and they don't care to learn to care.
