95% of school graduates don't know more than "good morning", "good bye", "yes and no". Although they speak Russian, it's only simple words, mostly bad words. They barely capable of writing down a few coherent sentences in Russian, mind you English, without major mistakes. They are also useless with computers and will never find a way here. Even Russian hackers, who are good with computers, good at math and know English relatively well, in times predating AI were struggling with composing meaningful phrases, which all is documented with ransomware notes. There are people who know English well enough, and can purposefully navigate here, but none of them fight in a war, the government isn't that wasteful and has better use for them.
