Honestly no I think he's doing well for the amount of shit he has to keep in mind while he's writing. It doesn't mean he's immune to errors or that he's perfect though. It's obvious that sometimes, in an effort to be synthetic or rush toward the end of an arc with a length he feels self conscious about, he wraps shit wrong.
With Reiju, it's probably a bit of that, but also that he wants her around her blood family for endgame reasons because if she leaves Germa the sentai team would be broken and they would have no reason to come to the endgame to fight on Luffy's side.
A better way to do it would have been to make a coverstory about Reiju being zapped by some Vegapunk laser, randomly freeing her from her programming, which prompts a whole arc of her plapping women on a resort and starting mayhem, and then coming back to Germa to crush the enemies she made there, free her princesses from some castle, and assert herself so Oda can have her cake and eat it. Or something else, whatever, I just made that up but it could have been anything really.
Reiju's case is really unnerving because she's one of the rare characters who have met Luffy but are still oppressed somehow. A forgotten one who couldn't be saved. I guess we are supposed to think Sanji is her salvation and just knowing he's ok makes her ok but honestly it's awful.
