I've been thinking about what it is that really sets those two areas apart and honestly I think it's the actual feeling of solitude
Sure, Enka has the quest with Enjou as well as a couple of random quests where you talk with spooky ghosts, but beyond that both areas are basically 90% just (You) adventuring all on your own in a secluded and inhospitable place. Most of the other standalone areas have a story where the NPCs play a far more active role ranging from travelling alongside you or outright being your pseudo tour guide
