sexual selection =/= sexuality/arousal
those are completely different things that don't work the same even though they have sex in the name
If neoteny was truly that decisive in sexual arousal, you would see women go after extremely feminine looking guys and men would have evolved to look more like women.
If you're making a point for human biology, then yeah, humans are neotenous and their body structure doesn't change much throughout their growth, their gender just influences how they grow.
As i said, it isn't unreasonable to prefer a woman/man that doesn't look like they punch walls with their faces.
