When you think about it logically and consider that Super Earth actively maintains and improves the genetic health of it's citizenry and the massive military and civilian war casualties then it only makes sense that all human women in SE society would be genetically optimized for easy impregnation, pregnancy, and childbirth. This means wide mother bearing hips and boosted milk production and possibly even greatly increased odds of twins or triplets or more. If that last point is true then the C-01 permit makes more sense. If every woman who gets preganant is going to birth a litter of little Super Citizens then overpopulation can become a real issue.
