It's not a difficult question to answer if you understood the dynamics of this war.

To put it simply, Russia doesn't have an interest in killing either Russian or Ukrainian civilians. In fact, Russia would prefer if no one had died at all because every person lost is lost value.

Ukraine(and more importantly "The West") wants to deny Russia that value. Moreover, Western Ukrainians consider most of these Eastern Ukrainians to be traitors.
