Nevermind, you're not actually thinking critically. The decentralized cells described in your cap are perfect for distributing information but not much else. First of all, how can you guarantee they even a family member will NEVER be compromised? Oaths are made to be broken. Second, having no more than local scope means no critical mass, or at least no real recognition of a critical mass.
