its just normal human behavior. only reason we find it funny is because we can hyper observe people's movements when there's a camera pointing at them

i dont know him but it just looks like he's "untrained" around cameras if anything. no i dont think he would get in trouble for it, just memed about it had he stared or looked at it in a more obvious fashion.
