On the outskirts of the city closest to me the mass transit has a huge parking area next to the train station. I think you would want to wear loose fitting jacket and rain pants over the black hoodie and jeans you are wearing as a base layer.
After you get off of the train and walk to the inner city neighborhood , once you are clear of any cameras you can take off your over clothes and put them in your back pack.
All you have to do is settle behind an inner city liquor store. You will be given the opportunity to defend your self.
I would not turn myself in to the police. Only a small percentage of inner city urban murders are solved. I would walk away from the area and catch my mass transit ride to my vehicle parked in the satellite lot and go home.
