It's not, what you mean is "Latin/Roman". "Med" and "Atlantic" are different things; Galicia -North West, Atlantic region- has nothing to do with Murcia -South East, Med region-.

France is not a med-southern country. It's a western, primarly atlantic country.

I know France speaks a latin based language, but so does Romania, Moldova, a good chuck of Switzerland, Luxemburg and Belgium (including the capital of the last 2) and you never see anyone saying those are med countries.

I don't fully agree as italy and southern spain are pretty different than southern portugal, the "vibe" or culture or whatever is just too diferent compared to anywhere else in Portugal.

Portugal below the tagus isn't a different country
Most differences are down to history, economic structures (latifundios in the south vs minifundios in the north), climate and geography.
Other than that it's mostly the same and there are major differences when you cross the border eastwards
