The only way To continue having a competitive championship in South America, the Mercosur championship must be created with 20 teams from Brazil, 6 teams from Argentina, 6 teams from Uruguay, 4 teams from Paraguay and 4 from Bolivia. Only round robin first leg games (39 games). The teams with the biggest fan base would be the ones called up. No relegation. It would be one of the most watched championships in the world.

That would have the opposite effect. Round robin only favors those already stablished. What we need are regional tournaments and cups, both inside of Brazil and in South America.

For Brazil, reduce Série A to 18 clubs and 3 relegations, then create a level above the state leagues, using the CWC format. From time to time, invite teams from other countries to play in it
>Copa Verde (+Bolivia, Venezuela)
>Copa Nordeste (+Ecuador, Paraguay)
>Copa Rio-São Paulo (+Argentina, Portugal)
>Copa Sul (Uruguay, Argentina)

For South America, do something like
>Copa Gran-Colombia cup
>Copa Cone Sur (Chile, Paraguay, Argentina and Uruguay)

This way, every year there will be a bunch of teams winning different trophies, as well as a ton of higher level matches.

True, at best, you have a once every few years event like Peñarol getting to semis and trying their best to equalize the assrape Botafogo gave them in the first leg from last year's Libertadores, sometimes they cant even make it to the round of 16.
