Because they are keeping all of Spanish football afloat. Real is strong on their own, but the Spanish league needs the Clasico. Barca is too big to fail, and them falling would hurt all of Spanish football. Oh, and Barcelona itself, of course
The Bundesliga would profit from distributing their TV money more evenly, but the biggest loser here would be Bayern. It's not going to happen because Bayern is too influential. It's even worse with Barca. They would deserve to fall based on their incompetence, but there's enough interest behind them. And of course, they also continue to make tons of money due to bandwagoners across the globe and the steady cycle of international prize money. Football clubs are organized in a very hierarchical manner now, it is very hard to leave your bracket to either side. Barca remains on top
The sad truth also is that a lot of big clubs are absolutely terrible at managing their finances, they only get by because the balloon keeps inflating. Juventus, Inter, Manchester United ... but they keep on sitting at the top and spending. They will never be dropped with the current system in place
