I think (one of) the issue(s) here in Brazil is that if you didnt have cable you had less options on what to watch. Dragon Ball aired on 'free' channels for a long time. Poor people didnt have cable, so thats why they became so obssessed with things like Chespirito, Dragon Ball and Saint Seya.
