Nationality obviously plays a huge role when it comes to transfers, European clubs won't be convinced until they see someone making a breakthrough regardless of his background, Hidetoshi Nakata for instance wasn't the first Japanese to play in Europe but players like him made European clubs interested in Japanese players who could be trusted.

These are two very different situations. Saudis don't really let their players go. For as long as time Saudi Arabia national team has been domestic league players

In the case of phonzie there is no issue with Canadian players going abroad rather there was no previous generation of Canadian players. When he signed for Bayern in 2019 he was the only Canadian player at a high level whereas right now of Canada's starting 11, 9 of them either player for a team in a top 5 European league or in the champions league
