The question is about Orthodoxy dogma. The Orthodox agree that Universalism is heresy. If you are Orthodox, you have to agree with the authority of their councils.

No they don’t. Orthodoxy isn’t a top-down denomination, there is no pontifex maximus who can declare what is dogma and what isn’t.
