To be fair those are average attendance numbers for Bayern of the time. The Olympiastadion was notoriously empty half of the time. Only during the 90s did stadiums become full again.

The setup is retarded. Two weeks ago my city was packed with Flamengo and ES Tunis fans and then Palmeiras plays Botafogo and there's like no one there then I realize its completely impossible to plan past the group stage. If you want to see your team you have to stay 2 weeks and then you have no idea what city they are playing in and it all depends on the result. You also have 3 days between group stage and knockout so you have no time to plan.

For instance if you're a Botafogo fan and want to watch the tournament its a 4 week commitment and during the 2nd week you have to guess if they are coming 1st or 2nd (Ignoring if they qualify at all). If they come 1st they are playing in Atlanta. If they come 2nd they are playing in Philadelphia. That is 800 (1.3k km) miles away from each other. If you're flying in for the knockouts then you can only book your flight 4 days out because you have no fucking clue where they are playing

USA national team games often have pretty poor attendance depending on location. Unironcally the biggest draw in the USA for soccer are Mexico games in southwest+Texas which will easily fill up those NFL stadiums with chicanos
