VAR has nothing to do with it and it just so happens that the most recent era of the club has been marred by having the worst direction in its history. The meteoric rise of Barcelona in the late 00's led to opportunistic directors that would siphon money out of the club through backdoor deals and ridiculous transfers, the fees from which they and their benefactors could pocket from. This led to a sustained decline that was only masked by the remnants of the once amazing team from the late 00s. The VAR era just coincides with the worst part of that time.
