I really don’t know why it would make them seethe? More parity, South Americans won’t have their best players all taken away, Europeans don’t have to worry about Saudi league offering $100M contracts to all the players, etc.

That's a bit extreme. EPL has incredible parity without a salary cap, they just evenly distribute TV money. Something better would be a national team can't participate in the World Cup unless their league has equal TV money distribution.
