If anything every tournament that doesn't include all the best EPL teams will automatically get an asterisk from now on.
Chelsea would have been a UCL contender this season but was stuck in Conference because of the previous season.
Liverpool was a UCL contender but went out on pens with the champion, and would have been a CWC contender but couldn't get in due to artificial club-per-country limits.
Ditto for Arsenal to a (much) lesser extent.

Unless you meant that the meant that the non-Mickey Mouse competition is the EPL, in which case I almost have to agree with the caveat that PSG, RM, Barcelona and Bayern (and only those 4) could have a good run in the EPL on a good year.
