Germany and Croatia were both Axis powers. Fascinatingly, Axis powers still have it in for Britain. Americans are the most populous nationality on the English speaking internet by far so naturally the frequency at which you see them say dumb shit is higher. Hypothetically, if there were 300 million Finns all typing in English on the internet you would see a much higher frequency of stupid shit being written.

Also, Americans mostly just consume their own media entertainment, sports, music, and their education system is American centric (American history, American geography). Hence, Americans can be less informed about other countries.
Americans are not dumb - there are reasons why this perception built up.
