You can already see certain improvements in a few sports (athletics, even without Neeraj Chopra, who counts as a decent athlete for sure), even though they still suck for the most part.
They will remain underperformers because their population is too large and overall unathletic/not pro-sports enough. But they can stop being a joke for sure.
Becoming decent at the Olympics isn't that hard, there are a lot of niche sports that don't require athleticism and can be dominated via comparatively moderate investment. Becoming good at global sports like football and basketball is much harder. But one or two decent athletes in these sports should be possible
