If a keeper saves a penalty it should be a goal kick. It feels unfair that the shooter can score from a rebound.

The keeper should be allowed to move freely as soon as the run-up starts.

Fair point, but I think players statpadding via penalties is worse. And it's also terrible that they try to limit the keeper's possibilites in every way (feet on the line and so on)
Personally, I wouldn't get rid of the rebound chance, but I would allow the keeper to move more freely - and I would unironically change the rules so that only one specific player depending on the game situation can take the penalty. If it's a penalty resulting from a handball because of a blocked shot, the shooter has to take the penalty. If it's a foul, the fouled player has to take it. If the penalty is the result of a miracle fuck-up without direct interference, the closest player nearby takes it. If the designated penalty taker is injured during the situation, he gets subbed off and the player replacing him takes the shot
But rather than nothing happening at all, I would also get rid of the rebound, you are right. It's a bit of a travesty that we've got tons of penalties now for bullshit, and they're goals in 8/10 cases and rising because FIFA apparently wants it to be that way. But I kind of like these brief moments of chaos rebound situations can provide. Also, plenty of penalty kicks either directly miss the goal or are saved in a way that doesn't lead to a rebound

That's why it's called a penalty, it's meant to be a punishment.

i think it would make sense for the penalty taker specifically to not be able to score a rebound (since non-penalty goals are considered better, so it's retarded a missed pen followed by the same player scoring a rebound ending up with a result better than just scoring the penalty), though i think other players should be able to score if they've beaten the defenders in the chase for the ball.

Penalties should only be allowed to be taken by the player that wins the freekick/is the one fouled/is the last attacker to touch the ball before a handball, etc.
