Personally, I wouldn't get rid of the rebound chance, but I would allow the keeper to move more freely - and I would unironically change the rules so that only one specific player depending on the game situation can take the penalty. If it's a penalty resulting from a handball because of a blocked shot, the shooter has to take the penalty. If it's a foul, the fouled player has to take it. If the penalty is the result of a miracle fuck-up without direct interference, the closest player nearby takes it. If the designated penalty taker is injured during the situation, he gets subbed off and the player replacing him takes the shot
But rather than nothing happening at all, I would also get rid of the rebound, you are right. It's a bit of a travesty that we've got tons of penalties now for bullshit, and they're goals in 8/10 cases and rising because FIFA apparently wants it to be that way. But I kind of like these brief moments of chaos rebound situations can provide. Also, plenty of penalty kicks either directly miss the goal or are saved in a way that doesn't lead to a rebound
