It's not as if there weren't tall people in China. Their volleyball and basketball teams are full of tall people with long limbs that could theoretically be goalies if trained for football. And besides, not all of the world has to play the same branch of physical football England and other countries have historically promoted (eventually degenerating into today's ngububall).
