I don't think they demand it, but it might be a valid strategy
In Germany for example, most relevant clubs have such a high ticket demand that your only realistic chance of getting a ticket is being a club member - since that means you get early access to buying tickets. Even then, you'll have to be quick. HSV for example has ~150,000 members for a 60,000 stadium. Once members have been given the opportunity to buy tickets, the remaining few tickets will be made public
It is the only way to have a shot at getting tickets reliably, and clubs get both membership fees and ticket prices that way, so they don't mind. I assume it's similar elsewhere

Man U, Liverpool, Newcastle, probably the top 10 of the PL. Some other random teams do it this way too.

Basically you have your season ticket holders like most clubs.

But these clubs have a level below that of "club membership". It's not actual membership of a football club like in say Spain or Germany. But you need this membership to be able to purchase tickets for home games, which might be on a ballot basis.

Sounds like a better system than the US equivalent which is simply. Wait on a list for 20+ years for enough season ticket holders to die without passing them on to their kids so you are given the right to spend 10k+ on tickets every year.

We already have that. 2 guys in my gym had a physical fight recently because one guy stopped selling his season ticket to the other after ten years. The guy who owns the ticket is 75 and the other is 60.
