Regarding the actual game rules, not much is to be done. Punish diving more and make sure semi-automatic offside is introduced asap. Maybe make offside depend on the feet alone. VAR checks and so on must be quick

They already are supposed to get yellow cards for dives. But even when a ref decides against a foul, he will usually declare the situation a neither/nor thing, so the play just continues. That's like 9/10 cases. A player has to be pretty theatrical to get a yellow card. So yes, this could be handled differently, more strictly. But it's true that there is a gray area between foul and dive. If you didn't even get touched and still drop, you should probably get a red card, though. But that would be a very rare event

As the laws on pitches aren't very well defined I'd like clubs to build pitches that favoured their team making home advantage more of a thing. Start with longer grass, wider pitch, slight incline one way then after the success of a few seasons add small ponds and sand traps eventually leading to stadium's being like something off of Pokémon or Smash Bros. The red Devils playing in a sort of hellscape with lava/fire around the edge, Arsenal has guns and cannons firing blanks for example. The staging becomes as much of the game as the players do.
