As far as it matters, yes. It's an in-house crossover, WotC owns both properties, but Faerun is not a plane that a planeswalker can planeswalk to, nor is Zendikar a plane a 13th level wizard can Plane Shift to.

To be more precise:
Secret Lairs are 5-7 card microsets that you have to special order online within a very limited timeframe. They aren't general retail releases. It's extremely rare that you'll ever even encounter a Secret Lair card.
Secret Lairs are usually just reprints of existing cards, but there's occasionally new cards released this way. All three of the Spongebob Secret Lair releases were reprints.

And while we're on the topic, the gay Bearscape card was part of a Secret Lair.
