It always had the potential to ever since DoW proved it had consumer appeal outside of the actual tabletop. But GW is too retarded, cheap, and possessive of the IP to actually capitalise on that and grow the IP beyond being a vehicle to sell over priced plastic kits and novels. GW by themselves don't have the means to make it that big, and they are unwilling to share even if it meant massive long term profits for short term concessions. And every time the organic fan growth of the IP happens they always step in to destroy it for one stupid reason or another. Other brands would kill for the sort of organic and hands off brand growth that GW has stumbled into, but GW instead does their damnedest to try and kill their own IPs. So the answer is yes it could but it never will be unless GW is bought out by someone with smarter business and marketing sense.

Reading the Uriel Ventris books, they somehow manage to reach maximum grimdark and genuine horror without becoming over-the-top and jumping the shark. They also manage to get in genuine heroism, intrigue and appropriate humor. They should be the gold standard for the tone of 40k, but unfortunately they are a product of a bygone age, and some core stuff from them has already been retconned by nu-40k (Nightbringer being a single entity is a hugely important in the first book and the story as a whole, Iron Warriors are open chaos worshipers and steeped in warp corruption etc.)

Honestly, if they did do a proper 40k show or movie, they should just do an adaptation of Dawn of War, since it pretty much nailed being a jumping on point for new fans and had lots of memorable characters. Maybe adapt the first game as a film or miniseries since it has a fairly linear story with a small core cast, then do the rest as a full length show.
