Would it be Evil to go to a race like Kobolds and try to teach them things like blacksmithing, engineering, and bureaucracy in the hopes that they'll become civilized and more good, knowing that it will also make them more powerful?

Teaching them those things is only gonna make them better at being kobolds, unless you can make them fully understand why what they're doing is wrong they'll never change

It's evil to assume you know better than another race/nation and have the authority to teach them how to conduct their statecraft or industry, erasing their native culture in the process.

Yes, my totally real game is set in a dystopian world where kobolds conquered the world after some idiot taught them bureaucracy. Kobold tax collectors will stalk you to the ends of the earth, ambush you or catch you in some bullshit trap and then thoroughly audit you, adding all sorts of niche charges and penalties. Half your income is going to the Hoard. And don't even try filing for any return, some elves and dwarves have been collecting the needed documente for centuries.

Robert E Howard had a plot like this in the Hyborian age.

Hyborian dude taught picts a bunch of stuff from civilization and the picts used it to take over the Hyborian nations.
