PD: remember, Lucas said the armor look cheap due to low budget, his intention was always to fix it in his Sequel Trilogy. But Disney bought Star Wars and instead of fixing it, just make it more lame each new slop.

I don't think stormtrooper armor was supposed to be heavy powered armor or anything that crazy. They spend most of their time just grilling civilians or running checkpoints.
Everyone compares them to jin-roh but they're used in fairly short operations by specific forces. You're not supposed to just hang around all day in that stuff.
Besides, stormtroopers already look pretty neat. It's the rebels who need more work on their audience appeal.

It's not a counterpoint, it's literally what Lucas invisioned but executed pretty bad. If you watch the extras of the OT, you can see George explaining the stormtrooper are the elite of the Empire and Vader's legion (501 st) the elite of the elite.

If stormtroopers are elite soldiers, what does a "run of the mill" imperial soldier look like? (And why aren't they guarding checkpoints instead of the valuable shock troops, especially on backwater ass middle of nowhere tatooine?)
Obviously the practical answer is that the films needed to establish Stormtroopers as "the bad guy army" and didn't want to dilute their presence with less iconic grunts - and I think this was the right decision given the amount of merch and shit their design sold. However, I'd be curious about canon examples of "shitty" empire soldiers to contrast.
Without knowing better I might assume that they just employ local auxiliary troops who mostly stay in their home systems for local defense and maintaining order, while stormtroopers act as the proper world-cruising army that actively pursues rebels. But that's just a spitball guess.
